HII-Technical Solutions Division (HII-TSD)is curently seeking an Industrial Security Analyst and Foreign Disclosure Representative to support our USARPAC customer.

Essential Job Responsibilities
Foreign Disclosure Representative assists the client understand the releasability of all-source intelligence products.
Apply subject matter expertise and applicable regulations and guidance to perform document review for release.
Prepare and process foreign disclosure requests and prepare recommendations to the Government for approval or denial per US disclosure policies and guidance.
Prepare responses to Freedom of Information Act (FOIA) requests.
Maintain records archive of disclosure requests and decisions and respond to requests for data; recommend to the Government disclosure or release of information only after conducting technical and substantive reviews of information; advise on foreign disclosure policy and procedures in accordance with the foreign disclosure program.
Ability explain and apply information from National Disclosure Policy-1 and/or IC guidance/directives to include the latest Controlled Access Program Coordination Office (CAPCO) classification guidance.
Assist in the management of the physical security aspects of the Sensitive Compartmented Information Facility (SCIF) lifecycle from concept approval; development and implementation of a SCIF construction security plan (CSP); completing, maintaining, updating, and submitting the Fix Facility Checklist (FFC) and TEMPEST Addendum to the FFC for accreditation/re-accreditation; and proper SCIF close-out procedures.
Assist in the management of the SCIF construction security standards as outlined in the Intelligence Community (IC) Tech Spec-for ICD/ICS 705.
Ensure annual SCIF self-inspections are conducted, documented and maintained in accordance with (IAW) applicable SCIF requirements; SCIF intrusion detection system (IDS) are tested semi-annually, documented and maintained.
Develop SCIF specific Standard Operating Procedures (SOPs) and Emergency Action Plans (EAPs)
Coordinate and process approval and accreditation all requests for a Tactical SCIF (T-SCIF), Secure Working Area (SWA), or Temporary Secure Working Area (TSWA).
Maintain all SCIF accreditation documentation for all SCIF under the security cognizant of the USARPAC SSO.
Assist with SCI personnel security duties to include conducting SCI pre-screening interviews, staffing SCI nomination request for approval, conducting SCI indoctrination briefings and debriefings, processing incoming/out-going SCI visit certification in Joint Personnel Adjudication System (JPAS)/Joint Clearance and Access Verification System (JCAVS).
CONUS and OCONUS travel may be required.
Other duties may be assigned, as necessary.
Minimum Qualifications
6 years’ relevant experience with Bachelors in related field; 4 years’ relevant experience with Masters in related field; or High School Diploma or equivalent and 10 years’ relevant experience.
Familiar with Foreign Disclosure Officer (FDO) or Foreign Disclosure Representative (FDR) duties and procedures.
Ability to explain and apply information from National Disclosure Policy-1 and/or IC guidance/directives to include the latest Controlled Access Program Coordination Office (CAPCO) classification guidance
2 years of experience developing, implementing, managing, and maintaining a robust SCI physical security program for the Federal Government
2 years of experience utilizing Joint Personnel Adjudication System (JPAS) and Joint Clearance and Access Verification System (JCAVS)
Experience applying security standards that apply to SCI Facilities (SCIFs) as outlined in Intelligence Community Directive (ICD) 705, Intelligence Community Standard (ICS) 705-1, IC Tech Spec-for ICD/ICS 705, and DoD Manual 5105.21 Volume 1-3
Valid US Passport
Clearance: Must possess and maintain a TS/SCI clearance
Preferred Requirements
Experience as a Foreign Disclosure Officer (FDO) or in a Foreign Disclosure Representative (FDR).
Completed Intelligence Community Directive (ICD) 705 Physical Security Course (or equivalent)
2 years of experience managing all the physical security aspects of the SCIF lifecycle from concept approval; developing and implementing a SCIF construction security plan (CSP); completing, maintaining, updating, and submitting Fix Facility Checklists (FFC) and TEMPEST Addendum to the FFC for accreditation/re-accreditation; and proper SCIF close-out procedures
2 years of experience evaluating and processing approvals/accreditations for Tactical SCIFs (T-SCIF), Secure Working Areas (SWA), and Temporary Secure Working Areas (TSWA) in a non-traditional environment to perform critical contingency tasks
Developed at least one in-depth SCIF Standard Operating Procedures (SOPs) and SCIF Emergency Action Plan (EAP)
4 Years’ experience supporting USARPAC as a Special Security Office member.
4 Years’ experience supporting USINDOPACOM as an FDR and SCI Physical Security Specialist.
Security Fundamentals Professional Certification (or equivalent).
